Shipping's emission regulations were written by different bodies, at different times, with different boundaries. EU ETS counts on tonnes of CO₂ by voyage. FuelEU Maritime counts on GHG-intensity of energy used. IMO's Net-Zero Framework will layer a third metric on top. Each rule is defensible; together they are unworkable without a unifying layer.
PACE-X is that layer. One consistent voyage dataset, source-linked to AIS and bunker records, mapped simultaneously to every active framework. Operators decide from a single screen; verifiers audit a single trail; boards plan a single liability. The regulatory complexity does not go away — we just stop it from landing on the bridge team's desk.
